IE11: HTTP 403 The website declined to show this webpage Edit Subject. In Chrome it's working fine, but yet again it's broken in IE11. So I have no idea why it doesn't have permission to view the webpage as no login is required. Here is my published directory structure. Any help will be appreciated. 1st Edit. This account has full access to all the folders but this hasn't made a difference Dec 08, 2013 · Just installed a new system with XP and IE 7. When opening certain websites I get the message: The website declined to show this webpage http 403. www.msn.com for example is a problem and we ususally set this to the default page. Any help would be appreciated.

It sounds more like you haven't configured IIS correctly, or your Application Pool doesn't have permissions to the directory of where the application is located.
